An unfortunate side-result of stamping everything with your very own ‘highly confidential’ stamp is that people stop taking that stamp seriously and eventually release something that actually is, er, highly confidential. By the way, the front page headline is classic: “U.S. Releases / Secret List of / Nuclear Sites / Accidentally.”
